If the consignor has coitf packed or sheeted the goods in accordance with those requirements the railway shall be entitled to do so; the resulting cost shall be charged against the goods.

In all cases not provided for by this Article, and in the absence of agreements between railways, the provisions in force in the State of departure shall apply.
